That repository have been discontinued, so it is not likely to be "fixed".
The good news is that a new repository was created by the syslog-ng team: https://github.com/syslog-ng/syslog-ng#debianubuntu

Hi,

It seems the GPG key used to sign Debian 10 packages has expired.
The deb repository is therefore unusable.
Can this be fixed please?
