It is the default syslog implementation on the following distros:

SuSE Linux Enterprise Server
most openSUSE versions
Gentoo
Arch
and many smaller distros.

It is also available in many other distributions:

Debian & Ubuntu
Fedora
FreeBSD
and many others...
