[syslog-ng] syslog-ng in ubuntu 16.10

hmm... I don't think including the incubator to a distro is such a great
idea, if that stops shipping the core syslog-ng version.

can we just drop the incubator package? I mean those are not always
up-to-date, that's the point of the incubator.
