[syslog-ng] mysql destination on el6, with syslog-ng 3.8

OK, my syslog-ng EPEL6 repository now has a libdbi-driver package with
mysql support. It is backported from Fedora (I had to replace MariaDB with
MySQL in the dependencies). It's untested, as I don't have access to my
CentOS 6 vm at the moment.
