[syslog-ng] When is 3.8.2 scheduled?

openssl 1.1 is for Fedora rawhide and Debian Unstable (or what it is
called), so 3.9.1 is fine there. But a number of problems fixed were also
reported for released distributions, and updates with configuration changes
are not allowed there.
