I'd keep the systemd file, at least in the source, even if not installed.

I wholeheartedly support this idea! Though, we'll have to figure out the contact addresses for debian/ubuntu (I'd use the same for both), but probably
syslog-ng at packages.debian.org + http://bugs.debian.org/syslog-ng would be the right combo.
