[syslog-ng] RFC/RFH: JSON status report and plans

Quick headsup, mostly for myself, so I remember where to continue from
next time. Nevertheless, everyone's free to (and encouraged to, to be
honest) read my thread-starter mail, and comment on it. :)

Still pending, and since I received no feedback, I'm going to go with
enabling it by default, and not even make it configurable until someone
requests it.
