[syslog-ng] Open source version: syslog-ng-3.1.3-1.rhel5.i386.rpm

syslog-ng-3.1.3-1.rhel5.i386.rpm was definitely acting as a relay and therefore not able to write to local file.
I downloaded syslog-ng-3.2.2-linux-glibc2.3.6-i386.run and ran it (it is a script) and was able to select "server option" from the install menu. I am ok now.

syslog-ng doesnt have different versions for relaying, serving, or clienting, its all the same just a different config. You can view the documentation available at http://www.balabit.com/support/documentation and configure it to do whatever you want.
The only thing that is pre-determined on compile-time is features like sql logging. You can view what features were enabled on compile by doing `syslog-ng -V`
