Unfortunately that's not possible with the Windows loader.

That sounds ok to me.

Nevertheless, I'd like to ask what's wrong with installing pdbtool in
/usr/lib/syslog-ng and creating a symlink in /usr/bin.  I don't see a
good reason.  It's a very simple change and works on all unixoid platforms.
