When parsing a source that has a month and day but no year, the S_YEAR macro does not default
to R_YEAR. It seems to be defaulting to R_YEAR+1

What is the intention when there is no year in the source?

To test, use historicatl syslog or rsyslog to create a syslog file, then use that file as
a source (I was doing a "cat filename > /smoe/pipe" and using a pipe source) and
write a file that has an ISODate in it. The year is 2012.
