You have the Fedora EPEL repositories:

 * http://fedoraproject.org/wiki/EPEL
 * http://download.fedora.redhat.com/pub/epel/

It currently has syslog-ng-2.1.4-1.el5.src.rpm for RHEL/CentOS 5.x.
