[syslog-ng] syslog-ng gets started twice when system reboots

Could you please run the init script this way:
sh -x /etc/init.d/syslog-ng start
or
bash -x /etc/init.d/syslog-ng start

and send the output?

The simplest way will be to run the commands in  script(1) shell and
send it outputfile  (typescript by default).
