syslog-ng should work exactly this way. However there was an issue
with syslog-ng 2.x and 3.x releases where syslog-ng enters a busy loop
when a remote UDP destination goes down. This has been fixed recently
in git commit #e4136cb1f6ac507cf265cb3614af170c301e4a88
