[syslog-ng] Following all files in a directory tree

Yes, currently that's a PE feature. We've had some fights which features
to release and which ones not to release. This didn't cut it (although
SSL did!)

It might be released in the future though, but not this time. 

With syslog-ng OSE 3.0, a lot of old and new PE features were GPLd, just
as I promised when the Premium Edition was first released.
