[syslog-ng] Syslog-ng 2.0/2.1 on Fedora Core 4

Which shell ar you using?
in some shells (csh and tcsh) the env is NOT propogated to children. in 
those you need to setenv PKG_CONFIG_PATH or you chould just use bash to
start with.
