Assuming that you want to build syslog-ng 1.6.x:

1) tha latest standalone version of libol is 0.3.18.
   Download directory:
   http://www.balabit.com/downloads/syslog-ng/libol/0.3/

2) libol is included in the syslog-ng tarball (syslog-ng >= 1.6.9)
   No need to install the stanalone version.

Note: If you are planning to build syslog-ng 2.0.x you need the
eventlog library instead.
