[syslog-ng] Timestamps

I found a bugzilla report 
(https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=203671) that 
confirms Evan's assessment of the error.

However, I'm not sure why we haven't received the update through RHN.

It does seem that our machines with x86 RHEL installed are NOT 
exhibiting this behavior.  The one machine that is doing this has x64 
installed.
