[syslog-ng] syslog-ng 1.9.6 compile error

MANY thanks on the time-related fixes.  The 1.9.6 compilations seemed to go great in that regard.  But then it generated an error much further down in the compilation process.  Maybe it's just something stupid that I've done(??).  Your input would be appreciated.  (The config and a chunk of the compilation output is pasted in below.)
