It's there. I have tried everything. There's still some problem with the autoconf stuff, it seems. Try adding -lwrap to the LDFLAGS like this:
gmake LDFLAGS+=-lwrap
here's the check for libwrap:
AC_CHECK_LIB(wrap, hosts_access)
it does the trick for me:
... checking for hosts_access in -lwrap... yes ...
