[syslog-ng] time_sleep()

Hi all I just installed syslog-ng 1.6.10 and cannot figure out how to use the time_sleep() option in the conf file. Any ideas? We are having some nasty cpu spikes because of lots of parallel connections to syslog-ng and hoping this will solve the issue. Thanks!
