[syslog-ng]Foreground patch for syslog-ng 1.4.16

      Hi!

In order to run syslog-ng under supervise control
(http://cr.yp.to/daemontools.html), I've added 
support to start it in the foreground.

Hopefully, this patch (or similar functionality) can
be added to the source.
