Creating pattern databases now describes the latest V3 format, and in Appendix 1 you will find a man page for pdbtool. Also, some experimental/unsupported/unchecked/for-testing-only pattern databases are now available at http://www.balabit.com/downloads/files/patterndb-snapshot/, but Marci will write in more detail about that.
