[syslog-ng] Syslog-ng under cygwin

Does anyone know the step by step to compile syslog-ng under cygwin? I know that inside cygwin there is a syslog-ng package but it does not have spoof-source option enable so as documentation indicate I need to compile. any ideas? Thanks a lot
