[syslog-ng] Program stop/start bug in 3.3.x

I'm getting a weird bug with the program destination in which on shutdown it sends TERM and then sends a start: <snip> Sending destination program a TERM signal; cmdline='perl /usr/local/elsa/node/elsa.pl -c /etc/elsa_node.conf', child_pid='21421' Starting destination program; cmdline='perl /usr/local/elsa/node/elsa.pl -c /etc/elsa_node.conf' </snip> 3.2.4 is fine.
