[syslog-ng] integration and release

hi, Sorry for having been able to dedicate only a small portion of my time to syslog-ng, things have been rough recently. I'm going to integrate pending patches in the coming days and think about the more complex issues (time_sleep, disk flush time etc). Thanks for the patience. -- Bazsi
