you don't seem to have syslog-ng service registered properly. you can use Algernon's binary packages [1] or Ubuntu's original syslog-ng packages, they all have proper service registration. [1] http://asylum.madhouse-project.org/projects/debian/

In that case, "sudo /etc/init.d/syslog-ng start" will hopefully do the right thing, unless something in ubuntu is screwed up too much.
