[syslog-ng] Missing http module 3.18.1 CentOS

Hello,

There is actually a @requires pragma, which actually triggers the message.
(could be changed not to)
There is an idea about providing some code of preprocessing *if*, that is
preferred, and possibly deprecate @requires.
