[syslog-ng] unofficial syslog-ng 3.12 RPM packages

Hi,

Syslog-ng 3.12 was released this morning. I have now my unofficial RPM
packages available for openSUSE / SLES 12 / EPEL 7 (RHEL, CentOS,
etc.). Fedora is missing from the list due to
https://github.com/balabit/syslog-ng/issues/1669
