[syslog-ng] Syslog-ng time stamp reporting issue.

Hi,

Sources and destinations have a time-zone() option that you can use to
convert the timestamps to the specific timezone for example
time-zone("Europe/Budapest")), or as the timezone offset in +/-HH:MM format
(for example +01:00).
