[syslog-ng] unofficial syslog-ng 3.10.1 fedora/openSUSE/RHEL/SLES packages

Hi,

The syslog-ng 3.10.1 release came a bit earlier than I expected, so I
did not yet prepare dedicated repositories for the release. I do not
want to leave you without RPM packages, so they are now available in
my githead repo.

Note: SLES 11 and RHEL 6 packages are currently not available:

I hope to have dedicated repositories before leaving to Libre Software
