[syslog-ng] RPM packages from git HEAD

Hi,

Ah, OK. So people ara still using RHEL 6? I looked at my download
statistics for syslog-ng 3.8 and while half a year a go RHEL 6 and RHEL 7
were head by head, there are now 5x more downloads for RHEL 7.
I'll try to publish 3.9 for RHEL 6 later this week.
