[syslog-ng] Unable to install ubuntu 16.04

Hi,

hmm.. as I remember I solved this issue for 3.8, but maybe I made a mistake
while creating packages for 3.9.

Thanks for reporting the issue, I'll trying to fix during the next two
weeks.
