[syslog-ng] Syslog destination time/folder issues

The issue is that syslog-ng only processes mixed case month names, e.g.
"Nov" instead of "NOV"

This pull request contains the as-of-now unmerged fix:
https://github.com/balabit/syslog-ng/pull/1263


Any testing is absolutely welcome.
