[syslog-ng] unable to install syslog-ng ubuntu 16.04

That file I generated using Debian's equivs utility, and I attached both
the file and the control file used to generate it.

If you copy "syslog-ng-abi" as an attachment anywhere (it is a few lines of
text), you can get the same deb file using

# equivs syslog-ng-abi
