[syslog-ng] GSOC 2016 Information

Hi,

our idea page is still in progress, and not in final state [1].
As you probably know, students can also suggest proposals, so if you have
an idea, you can share with us.

During the next few days we will share our plan on GSoC 2016 on our webpage
[2].

Please keep in mind, that Google program administrators are still
reviewing[3] the organizaton applications.
