[syslog-ng] syslog-ng 3.6.4 Debian packages are available

I find it better to use an open infrastructure as OBS but we should avoid
confusing users. So we should either announce it as move or list both as
independent projects and update syslog-ng.org accordingly.

Algernon, what do you think?
