[syslog-ng] configure for beta 2 not finding jsonc on RHEL 6

Iirc we are looking for a .pc  file with pkg-config, is that available in
/use/lib/pkgconfig?

Alternatively if you are looking.at configure --help output you can see
which environment variables can be used to specify include paths/libs.
