[syslog-ng] [ANN]: syslog-ng Incubator maintenance

Hi!

While it has effectively happened about a month ago, I didn't get around
to announce the good news yet: syslog-ng Incubator maintenance has been
handed over to Viktor Tusa <tusa at balabit.hu>, author of (in no
particular order) the Lua and RSS destinations, graphite-output template
function, and more.

He has been doing a terrific job so far, and I'm very happy with the
maintainer switch. The Incubator is in the best hands possible.
