[syslog-ng] syslog-ng 3.4.0rc2 has been released

I'm not entirely sure what happened, but the eventlog version thankfully
doesn't matter. In all honesty, though... I'd distribute the two
separately, and at worst, embed a copy for convenience, like we do for
some other libraries.

I'll try to make sure that the final has 0.2.13, though. Thanks for
noticing!
