[syslog-ng] Debian package news for syslog-ng 3.3 and 3.4

...and the 3.4 packages arrived, upgrading from 3.3 should be
painless. One may get a warning on syslog-ng restart about the @version
in syslog-ng.conf (unless the default config was left unchanged), but
that's normal and should not cause trouble apart from the warning.
