[syslog-ng] How do I get pdbtool to create version 4 patterndb.xml?

As far as I see, version='3' is hardcoded in many places, which is
unfortunate. Nevertheless, you should be able to use v4 features no
matter what version is in the XML, if I read the code correctly.

pdbtool merge should probably verify and use the source versions.
