Actually libintl.so.8 was installed.  I made an educated guess that the default link path does not include /usr/local/lib. 

I set LD_LIBRARY_PATH=/usr/local/lib and configure worked.  

We'll see how it compiles, I was so focused on the error message I did not notice the other error.
