This is an obsolete link, where have you found it?
The correct link is 
http://www.balabit.com/support/documentation/syslog-ng-windows-agent-v3.1-guide-admin-en.pdf 
, but you can always find the actual docs from the 
http://www.balabit.com/support/documentation/ page.

On the other hand, version 3.1 of the Windows agent is outdated and unsupported 
AFAIK.
