Untested patch that tries CAP_SYSLOG before CAP_SYS_ADMIN

The attached patch attempts to set CAP_SYSLOG, and only sets CAP_SYS_ADMIN if that failed. While it hasn't been tested on 2.6.38, at least it doesn't seem to
cause any ill side-effects on earlier kernels.

Treat it as completely untested, though, just for safety's sake.
