Well, the easiest would be to confirm that there are indeed network
packets, coming from the WAN to your server. You could do that with
tcpdump, wireshark or something similar.

No, filters() are meant to sort messages into different destinations,
_iff_ they arrived. As it seems you have a network connection issue.
