According to http://ftp.gnu.org/gnu/libtool/:

libtool-2.4.tar.gz 22-Sep-2010 11:08

Too late by quite some ways to make the freeze cutoff for Ubuntu 10.04 
Lucid or even for 10.10 Maverick.

Debian only has 2.2.10 even in experimental. GNU skipped 2.3.*.

So nobody probably had time to make the update to this real new version yet.
