changes to contrib/cygwin-packaging files

Hi,

the latest version of syslog-ng requires a couple of changes to the
files in contrib/cygwin-packaging.  I've attached a patch consisting
of the changes to the existing files as well as a new file

  contrib/cygwin-packaging/syslog-ng.sh

Please make sure the new file has execute permissions by default.
