[syslog-ng] try tcp destination but fail quickly if unavailable

well, by setting its FIFO to a low value and making sure flow control
isn't enabled, this will happen, albeit not within a timespan, but for a
number of messages.

if the FIFO gets full, syslog-ng will start dropping messages
automatically, which you can see in the "dropped" counter of the given
destination.
