[syslog-ng] Problems configuring syslog-ng

Hello,
I'm trying to configure syslog-ng to log messages from local0 into a 
directory under the /usr tree.
I'm sure that my configuration is correct, but the syslog-ng cannot 
write the file.
When I switch to logging in /var tree, it works.
My question is: Cannot I log into another directory?
