I've tried to reproduce the problem without success, and I can imagine only a single possible explanation:

if flow-control is enabled and the same source feeds both destinations, then if one of them fails the source is suspended which might explain the diagnosis: 
it won't send messages to the other server, the truth is that it won't receive them either.
